The phrase ‘Stop the terror and the tears’ refers to the Northern Ireland Office publication ‘The Terror and the Tears’ of August 1972. While the NIO publication was critical of the IRA Vanguard believed that the Northern Ireland Office was not taking a strong enough security line.
