The tie can only be worn by members of the Masonic Order of Athelstan who are also members of the appendant Order of the Scarlet Mantle. It was created so that members could wear it outside masonic meeting, it bears the badge of the Masonic Order of Athelstan that was used from 2006 onwards but incorporated into the weave so that it is not immediately apparent.
